I’d say that the folks manufacturing those starships would be hoarding quite a few of your Earth-dollars. The new Space Force/Federation offers many lucrative possibilities.
It’s all moot, of course, because if we were to develop FTL drives & the necessary deep space technologies, that’s when the surveilling aliens would hit us with the photon torpedoes. No way those boys want Trump in space, making the galaxy great again. Following this devastating strike, the snowdrops will be compelled to revert to hunter-gathering. So at least the environment may benefit.

One possible impediment might be that such planetary/astral formation would be prohibitively expensive. Especially considering existing costs such as Patrick Stewart’s burgeoning salary, starship insurance, dilithium crystal storage, and tribble veterinary bills.
They would also be up to their Federation necks in terraforming efforts.
On the subject of increasing intelligence & enhanced problem-solving, the very real & continuing decline in general IQ might push the Star Trek project back by many imbecilic centuries.

At any rate, aren’t there already more stars in the heavens than all the grains of sand - at least more than two dozen (beyond that, my numerical skills begin to disintegrate - I’m more of a word guy)? Why would we max out the credit card creating more? Now, a Death Star, I can see the practical utility of building a decent Death Star. Particularly if the denizens of Alderaan started to get uppity. It would also have the additional benefit of allowing us to demonstrate the overwhelming destructive power of our glorious new weapon. Better to be feared than loved, and all that.
