Increase incentives towards greater job creation - investment in people; further incentives conducive to charitable-giving - which is a tradition amongst wealthy Americans, but not here in Europe, the relatively poor give to charity in Europe.
Name & shame may work with businesses - but like the lobbyists - capital-flight is not going away (pun intended).
